La estimación preliminar en 2024 era que se necesitaría una inversión de unos 5.000 millones de $. Las instalaciones se construirían en la bahía de Promezhutochnaya, al este de Vladivostok.

Investments in the activities and development of USC are estimated at more than 2 trillion rubles. Of these, over 1 trillion rubles is the corporation's cash deficit, estimated by the Ministry of Finance, and another 1 trillion rubles will be required for the development of its assets - the construction of a new shipyard for large-tonnage vessels in Vladivostok, preliminarily estimated at $5 billion, and the modernization of Baltic shipyards.
The maintenance and development of the United Shipbuilding Corporation (USC), which VTB received in 2023 for trust management for five years, will require more than 2 trillion rubles, according to the words of VTB CEO Andrey Kostin on the sidelines of the EEF: “We asked the Ministry of Finance to conduct an analysis of the financial condition of USC,” he says. “The Ministry of Finance, represented by the Treasury, worked for at least eight months and came to the conclusion that the deficit of funds with a perspective up to 2030 — precisely during the five years that we will manage USC — is 1.029 trillion rubles.” These, he explained, are the funds needed to maintain USC’s operations, not investments in development: “... financing USC’s own operations, repayment of obligations without sources of financing, loans not secured by marketable products — in theory, these are the funds needed to complete unprofitable orders.”
As for investments in development, Mr. Kostin estimated them at a sum comparable to a trillion. About $5 billion of it is a preliminary estimate, based on similar cases, but not yet worked out in detail, of investments in the construction of a shipyard in Vladivostok, in Promezhutochnaya Bay. "The shipyard will allow us to produce tankers and even gas carriers, but first of all, container ships, bulk carriers, that is, all types of merchant ships up to 300 m in size," he said. The head of VTB repeated that no more shipyards will be built, however, a more or less thorough, depending on the need, modernization of four shipyards in St. Petersburg is planned. "We do not have enough financial or human resources for more," Andrei Kostin summed up.
